ডুমুরিয়ায় হতদরিদ্র পরিবারদের নিজের ঠিকানা ছিল না। আমাদের ঘর ও জমি দিয়েছেন, শেখ হাসিনাকে ধন্যবাদ জানিয়েছেন। খুলনার ডুমুরিয়া ভুমিহীন হতদরিদ্র অসহায় মানুষ।
বছরের পর বছর ঘর না থাকার কষ্টের জীবন শেষ হতে যাচ্ছে ভূমিহীন ও গৃহহীন মানুষের। বঙ্গবন্ধু শেখ মুজিবুর রহমানের জন্ম শতবার্ষিকী উপলক্ষে ঘোষিত মুজিব বর্ষে প্রধানমন্ত্রী শেখ হাসিনার উপহার হিসেবে আধা পাকা ঘর এবং জমি পাচ্ছেন এসব মানুষ।
চলমান কর্মসূচির প্রথম পর্যায়ে প্রায় ৭০ হাজার পরিবার পাবে আধা পাকা ঘর। এটিই বিশ্বে গৃহহীন মানুষকে বিনামূল্যে ঘর করে দেওয়ার সবচেয়ে বড় কর্মসূচি।
এর মধ্য দিয়ে পৃথিবীতে নতুন ইতিহাস গড়তে যাচ্ছে বাংলাদেশ।
সংশ্লিষ্টরা জানান, গৃহহীন-ভূমিহীনদের ঘর করে দেওয়ার এত বড় কর্মসূচি পৃথিবীতে আর একটিও নেই।
প্রধানমন্ত্রীর পক্ষ থেকে মাঠ প্রশাসনের কর্মকর্তা ও জনপ্রতিনিধিরা উপকারভোগীদের ঘর বুঝিয়ে দেবেন।
মুজিব বর্ষের মধ্যে সবার জন্য ঘর নিশ্চিত করতে পর্যায়ক্রমে প্রায় ৯ লাখ পরিবারকে ঘর করে দেবে শেখ হাসিনার সরকার।
দেশে ভূমিহীন ও গৃহহীন অসহায় মানুষদের মধ্যে যাদের ভূমি নেই তাদের সরকারের খাস জমি থেকে ২ শতাংশ ভিটে এবং ঘর দিচ্ছে সরকার। যাদের ভিটে আছে ঘর নাই তাদের ঘর দিচ্ছে সরকার।
খুলনা জেলার ডুমুরিয়া উপজেলা নির্বাহী অফিসার মোঃ আব্দুল ওয়াদুদ রাতে দিনে অকান্ত পরিশ্রম করে
ঘর নির্মাণ করছেন।
যাহা প্রতিটি ঘর দুই কক্ষ বিশিষ্ট। এতে দুটি রুম ছাড়াও সামনে একটি বারান্দা, একটি টয়লেট, একটি রান্নাঘর এবং একটি খোলা জায়গা রয়েছে। পুরো ঘরটি নির্মাণের জন্য খরচ হবে ১ লাখ ৭১ হাজার টাকা এবং মালামাল পরিবহনের জন্য ৪ হাজার টাকা দেওয়া হবে প্রতি পরিবারকে।
খুলনার বিভিন্ন অঞ্চলে সরেজমিনে ঘুরে দেখা গেছে, ভূমিহীন ও গৃহহীন পরিবারের কাছে হস্তান্তর করতে প্রস্তুত এসব ঘর। যারা প্রধানমন্ত্রীর উপহারের ঘর পাচ্ছেন তাদের চোখে-মুখে খুশির ঝিলিক। প্রধানমন্ত্রী শেখ হাসিনার প্রতি কৃতজ্ঞতা প্রকাশ করেন তারা।
খুলনা জেলার ডুমুরিয়া উপজেলার আটলিয়া ইউনিয়নের স্বামী পরিত্যক্তা হাচিনা বেগম,
বলেন, এক মেয়ে নিয়ে বাঁশের কুঞ্চির বেড়ার ঝুপড়িতে থাকি। দিন মজুর খেটে কোনো রকমে জীবন চলছে। নিজের একটা ঘর হবে কোনোদিন ভাবিনি। প্রধানমন্ত্রীকে দোয়া করি তিনি আমাদের ঘর দিয়েছেন, জমি দিয়েছেন।
ডুমুরিয়ার আটলিয়া ইউনিয়নের চাকুন্দিয়া গ্রামের ভ্যান ড্রাইভার। ফজরআলী গাজী, বলেন, আগে সরকারি খাস জমিতে খড়ের চালার ঘরে থাকতাম। নিজের ঠিকানা ছিল না। প্রধানমন্ত্রী শেখ হাসিনা আমাদের ঘর ও জমি দিয়েছেন,
আশ্রয়ণ-২ প্রকল্প পরিচালক মো. মাহবুব হোসেন সাংবাদিকদের জানান, মুজিব বর্ষে কেউ গৃহহীন থাকবে না- সরকারের এই লক্ষ্য বাস্তবায়নের অংশ হিসেবে প্রথম পর্যায়ে সারাদেশে ৬৯ হাজার ৯০৪ ভূমিহীন-গৃহহীন পরিবারকে ঘর দিচ্ছে সরকার।
৬৬ হাজার ১৮৯টি ভূমিহীন-গৃহহীন পরিবারকে ২ শতাংশ খাস জমির মালিকানা দিয়ে বিনা পয়সায় দুই কক্ষবিশিষ্ট ঘর মুজিববর্ষের উপহার হিসেবে প্রধানমন্ত্রী প্রদান করবেন। একইসঙ্গে ব্যারাকের মাধ্যমে ২১টি জেলার ৩৬টি উপজেলায় ৪৪ প্রকল্পের মাধ্যমে ৩ হাজার ৭১৫টি পরিবারকে ব্যারাকে পুনর্বাসন করা হবে বলে জানান মাহবুব হোসেন।
তিনি বলেন, সারা দুনিয়াতে এটি প্রথম ঘটনা এবং একমাত্র ঘটনা একসঙ্গে বিনে পয়সায় এত ঘর করে দেওয়া। মাদার অব হিউম্যানিটি সারা দুনিয়াতে একটি নজির স্থাপন করলেন।
প্রায় ৬৯ হাজার পরিবারকে ঘর দেওয়ার পর থেকে আগামী ১ মাসের মধ্যে আরও ১ লাখ ঘর নির্মাণের জন্য বরাদ্দ দেওয়া হবে বলেও জানান মাহবুব হোসনে।
সারা বাংলাদেশে ঘরও নাই, জমিও নাই এমন পরিবারের সংখ্যা ২ লাখ ৯৩ হাজার ৩৬১। ভিটেমাটি আছে, ঘর জরাজীর্ণ কিংবা ঘর নাই এমন পরিবারের সংখ্যা ৫ লাখ ৯২ হাজার ২৬১। মুজিববর্ষ উপলক্ষে সারা বাংলাদেশে যে তালিকা করা হয়েছে সব মিলিয়ে সেই তালিকায় ৮ লাখ ৮৫ হাজার ৬২২টি পরিবার রয়েছে।
আশ্রয়ণ প্রকল্পের নথি থেকে জানা যায়, ভূমিহীন-গৃহহীন পরিবার পুনর্বাসনের লক্ষ্যে ১৯৯৭ সালে তৎকালীন প্রধানমন্ত্রী শেখ হাসিনার তত্ত্বাবধানে আশ্রয়ণ নামে প্রধানমন্ত্রীর কার্যালয় একটি প্রকল্প গ্রহণ করে। এই প্রকল্পের আওতায় ১৯৯৭ সাল থেকে ২০২০ সালের ডিসেম্বর মাস অবধি ৩ লাখ ২০ হাজার ৫২টি ভূমিহীন ও গৃহহীন পরিবারকে পুনর্বাসন করা হয়।
আশ্রয়ণ ২ প্রকল্পের উদ্দেশ্য হলো- ভূমিহীন, গৃহহীন, ছিন্ন অসহায় দরিদ্র জনগোষ্ঠীর পুনর্বাসন, ঋণপ্রদান ও প্রশিক্ষণের মাধ্যমে জীবিকা নির্বাহে সক্ষম করে তোলা এবং আয় বাড়ে এমন কার্যক্রম সৃষ্টির মাধ্যমে দারিদ্র্য দূরীকরণ।
