জেলা-উপজেলার মতো পৌরসভায়ও উপদেষ্টা হতে চান এমপিরা। এ বিষয়ে সংশ্লিষ্ট সংসদীয় কমিটির পক্ষ থেকে একটি সুপারিশও করা হয়। তবে, জনপ্রশাসন মন্ত্রণালয়ের পক্ষ থেকে তা নাকচ করে দেওয়া হয়েছে।
আজ বুধবার জাতীয় সংসদ ভবনে অনুষ্ঠিত জনপ্রশাসন মন্ত্রণালয় সম্পর্কিত সংসদীয় কমিটির বৈঠকের কার্যপত্র থেকে এ তথ্য জানা গেছে। কমিটির আগের বৈঠকে এই ২টি সুপারিশ এসেছিল।
কার্যপত্র থেকে জানা গেছে, আগের বৈঠকে কমিটির সদস্য আ স ম ফিরোজ সংসদ সদস্যদের পৌরসভার উপদেষ্টা করার প্রসঙ্গটি তোলেন।
সেসময় তিনি জানান, জেলা, উপজেলা পরিষদে উপদেষ্টা হিসেবে সংসদ সদস্যদের ভূমিকা থাকলেও পৌরসভার ক্ষেত্রে সেটা নেই। না থাকার পেছনে কোনো রহস্য রয়েছে কিনা সেই প্রশ্নও তোলেন তিনি। পরে তিনি উপদেষ্টা করার পরামর্শ দেন। তার সঙ্গে একমত পোষণ করেন আরেক সদস্য পনির উদ্দিন আহমেদ।
কমিটির সদস্য ও জনপ্রশাসন প্রতিমন্ত্রী ফরহাদ হোসেনও তার সঙ্গে সম্মত হয়ে বলেন, ‘ভোটের মাধ্যমে পৌরসভায় জনপ্রতিনিধি নির্বাচিত হচ্ছে। কাজেই তাদের জবাবদিহিতা থাকা উচিত।’
তিনি জেলা, উপজেলা পরিষদের মতো পৌরসভায়ও এমপিদের উপদেষ্টা রাখার বিষয়ে যথাযথ ভূমিকা নেওয়ার পরামর্শ দেন।
পরে এই বিষয়টি বৈঠকের সুপারিশ আকারে আসে।
তবে, আজকের বৈঠকে ওই সুপারিশের অগ্রগতির বিষয়ে জনপ্রশাসন মন্ত্রণালয় থেকে বলা হয়েছে, সম্প্রতি সংশোধিত ও স্থানীয় সরকার (পৌরসভা) আইন ২০০৯ এ পৌরসভায় সংসদ সদস্যগণকে উপদেষ্টা করার বিষয়ে কোনো সুযোগ নেই। এ বিষয়ে সংশ্লিষ্ট অংশীজনের সঙ্গে আলোচনা করে পরবর্তী কার্যক্রম নেওয়া হবে।
