রামপালে ঘূর্নিঝড় ইয়াসের প্রভাবে সৃষ্ট জলোচ্ছ¡াসে বিভিন্ন সেক্টর মিলে মোট ক্ষতি হয়েছে প্রায় ৮ কোটি টাকা। এর মধ্যে সবচেয়ে বেশী ক্ষতির শিকার মৎস্য সেক্টর। এরপরেই রয়েছে সড়ক ও যোগাযোগ খাত। প্রাণীসম্পদ বিভাগ, জনস্বাস্থ্য প্রকৌশল অধিদপ্তর সহ বিভিন্ন সেক্টরে ও ব্যাপক ক্ষতি হয়েছে।স্থানীয় জনসাধারনের বিশ্বাস , উপকূলীয় এলাকা গুলো প্রতিরক্ষা বাঁধের আওতায় আনা গেলে এ ক্ষতি অনেক কম হত। মোংলা-ঘষিয়াখালী চ্যানেল সংলগ্ন খাল খননের মাটির সুষ্ঠু ব্যবস্থাপনার মাধ্যমে সহজইে উপজেলার অনেক এলাকা গুলো প্রতিরক্ষা বাঁধের আওতায় আনা সম্ভব বলে ও তারা মনে করেন।
রামপাল উপজেলা প্রশাসন সূত্র মতে , ইয়াসের ফলে সৃষ্ট জলোচ্ছ¡াসে রামপালে মৎস্য, প্রানী, সড়ক (কাঁচা ও পাকা), ল্যাট্রিন, ঘর-বাড়ী, উচ্চ মাধ্যমিক বিদ্যালয়, নলকুপ (গভীর ও অগভীর) , সীমানা প্রাচীর সহ নানা সেক্টরে ব্যাপক ক্ষতি হয়েছে। এতে মোট ক্ষতি হয়েছে ৬ কোটি ৮৯ লক্ষ ৬৭ হাজার ৩০৪ টাকা। এছাড়া উপজেলা প্রকৌশল অধিদপ্তরের অধীন ৪টি কার্পেটিং রাস্তার আংশিক নষ্ট হয়ে আরো ক্ষতি হয়েছে ১ কোটি টাকার। এ হিসেবে মোট ক্ষতি হয়েছে ৭ কোটি ৮৯ লক্ষ ৬৭ হাজার ৩০৪ টাকার। তবে প্রকৃত ক্ষতির পরিমান আরো অনেক বেশী বলে মনে করেন স্থানীয় জনগন ।
রামপালে ইয়াসে সবচেয়ে বেশী ক্ষতি হয়েছে মৎস্য সেক্টর। ইয়াসের প্রভাবে সৃষ্ট জলোচ্ছ¡াসে প্লাবিত হয়ে ২৭৮১ টি মৎস্য ঘের ভেসে গেছে। এতে ক্ষতি হয়েছে ৫কোটি ২৪ লক্ষ ৩৪ হাজার টাকার। এছাড়া পানি কবলিত এলাকায় প্রায় প্রত্যেকের ব্যাক্তি গত পুকুর ছিল যা তাদের দৈনন্দিন আমিষের একটি বড় চাহিদা পুরন করত। জোয়ারের তীব্র লবনাক্ত পানি মিঠা পানির এ পুকুর গুলোতে প্রবেশ করায় হাজারও পুকুরের বিভিন্ন প্রজাতির মাছ মরে গেছে । এ ক্ষতি মৎস্য অধিদপ্তরের পরিসংখনে এখন ও আসেনি। পুকুরে সংরক্ষিত মাছের এ ক্ষতি যুক্ত হলে মৎস্য খাতে ক্ষতির পরিমান আরো বেড়ে যেতে পারে। উপজেলার কাশিপুর গ্রামের এসকেন্দার জানান যে, তার পুকুরে রুই, কাতলা সহ বিভিন্ন কার্প জাতীয় প্রায় ৪ থেকে ৫ মন মাছ ছিল। এ সমস্ত মাছ জোয়ারের পানিত ভেসে গেছে এবং বাকী মাছ লবন পানি প্রবেশের কারনে মরে গেছে। এতে তার প্রায় ৪০হাজার থেকে ৫০হাজার টাকার ক্ষতি হয়েছে। এসকেন্দারের মত উপজেলার হাজারও মানুষের একই অবস্থা।
ক্ষতির তালিকায় দ্বিতীয় স্থানে রয়েছে সড়ক ও যোগাযোগ সেক্টর। ইয়াসে উপজেলার বিভিন্ন স্থানে ইটের সোলিং রাস্তার আংশিক নষ্ট হয়েছে ৪০ কি.মি. যাতে আনুমানিক ক্ষতি হয়েছে ৭৫ লক্ষ টাকার ও কাঁচা রাস্তার ক্ষতি হয়েছে ৪০ কি.মি. যাতে আনুমানিক ৪৪ লক্ষ টাকার ক্ষতি হয়েছে । এছাড়া ১৫শত ল্যাট্রিন ক্ষতিগ্রস্ত হয়েছে যাতে আনুমানিক ৩৭ লক্ষ ৫০ হাজার টাকার ক্ষতি হয়েছে । কাঁচা ঘরবাড়ী আংশিক ক্ষতিগ্রস্ত হয়েছে ৩৩টি যাতে ক্ষতির পরিমান ৯৫হাজার টাকা এবং ২টি বাড়ী সম্পূর্ন ক্ষতিগ্রস্ত হয়েছে যাতে ৮০হাজার টাকার ক্ষতি হয়েছে। ২টি উচ্চমাধ্যমিক বিদ্যালয় আংশিক ক্ষতিগ্রস্ত হয়েছে যাতে ক্ষতি হয়েছে আনুমানিক ১ লক্ষ টাকা। ১৫টি গভীর নলকুপ ও ৮টি অগভীর নলকুপ ক্ষতিগ্রস্ত হয়েছে যাতে মোট ক্ষতি হয়েছে ৪২ হাজার টাকা। এছাড়া রামপাল উপজেলা স্বাস্থ্য কমপ্লেক্সের সীমানা প্রাচীর পড়ে গেছে এতে আনুমানিক ক্ষতি হয়েছে ১লক্ষ টাকার।
শুধু ইয়াস নয়, বর্তমানে রামপাল উপজেলার বিভিন্ন এলাকা এমন একটি অবস্থা হয়েছে যে, অমাবশ্যা বা পূর্নিমাতে জোয়ারের পানি একটু বেড়ে গেলেই অনেক এলাকা বর্ষা মৌসুমে বার বার ডুবে যায়। ফলে ক্ষুদ্র ও প্রান্তিক মৎস্য চাষীদের বারবার জোয়ার-ভাটার এ নিরন্তর খেলার ক্ষতির শিকার হতে হয় প্রতিনিয়ত। কিন্তু বর্তমানে মোংলা-ঘষিয়াখালী চ্যানেল সংলগ্ন খাল খননের ফলে তীরে ফেলা মাটির সুষ্ঠু ব্যবস্থাপনার মাধ্যমে এ এলাকার মানুষকে বারবার ডুবে যাওয়ার হাত থেকে রক্ষা করা যেতে পারে। খাল খননের মাটি বর্তমানে বিচ্ছিন্ন অবস্থায় খাল ও নদীর তীরে ফেলে রাখা হয়েছে। সরকারের সংশ্লিষ্ট কতৃপক্ষ সামান্য একটু নজর দিয়ে স্থানীয় কাবিখা , কাবিটা-এর মত প্রকল্পের মাধ্যমে ও বিচ্ছিন্ন ভাবে ফেলা নদী ও খালের দুতীরের মাটি সমান্তরাল করে ফেলে সহজেই তেরী করা যেতে পারে গ্রাম প্রতিরক্ষা বাঁধ। নতুবা প্রতিবছরই এ এলাকার সাধারন মানুষকে দূদর্শাকে নিত্যদিনের সংগী করে বাচতে হবে।
উপজেলা সিনিয়র মৎস্য কর্মকর্তা সেখ আসাদুজ্জামান এ প্রতিবেদককে জানান যে, আমারা শুধু ক্ষতিগ্রস্ত মৎস্য ঘেরের তালিকা করেছি। লবনের পানি ডুকে রুই, কাতল সহ বিভিন্ন প্রকার মিঠা পানির যে মাছ মরে গেছে, সরকারী নির্দেশনা পেলে তার ও তালিকা করে সংশ্লিষ্ট দপ্তরে প্রেরন করব।
সার্বিক পরিস্থিতি নিয়ে রামপাল উপজেলা পরিষদের চেয়ারম্যান সেখ মোয়াজ্জেম হোসেন জানান যে, ইয়াসে রামপাল উপজেলায় ব্যাপক ক্ষতি হয়েছে। মৎস্য সেক্টরে ক্ষতির পরিমান সবচেয়ে বেশী। মোংলা-ঘষিয়াখালী চ্যানেল সংলগ্ন খাল খননের মাটির সুষ্ঠু ব্যবস্থাপনার বিষয়টি আমরা ভেবে দেখছি। যদি এর মাধ্যমে কোন সমাধানের পথ সৃষ্টি করা যায়, তাহলে আমরা সংশ্লিষ্ট দপ্তরকে অবহিত করে সমাধানের চেষ্টা করব।
