হিজড়াদের শিক্ষার পরিবেশ তৈরি এবং তা নিশ্চিত করতে পরিমার্জিত নতুন শিক্ষাক্রমে ব্যবস্থা রাখা হচ্ছে। শিক্ষাক্রম অনুযায়ী পাঠ্যবইয়ে হিজড়াদের প্রতি সাধারণ শিক্ষার্থীদের মনো-সামাজিক পরিবর্তনের বিষয় সংযুক্ত করা হবে।
সহপাঠীরা যেন হিজড়াদের প্রতি সহনশীল ও ন্যায়সঙ্গত আচরণ করে সে লক্ষ্যেও কার্যক্রমও হাতে নেওয়া হবে। পরিচালনা করা হবে প্রকল্পভিত্তিক শিখন কার্যক্রম।
নতুন শিক্ষাক্রমে যেকোনও লিঙ্গ পরিচয়বহনকারী শিক্ষার্থীরা দেশের সকল শিক্ষা প্রতিষ্ঠানে ভর্তির সুযোগ পাবে। তাদের লেখাপড়ার স্বাভাবিক পরিবেশও নিশ্চিত করবে শিক্ষা প্রতিষ্ঠান।
এ বিষয়ে জানতে চাইলে জাতীয় শিক্ষাক্রম ও পাঠ্যপুস্তক বোর্ডের (এনসিটিবি) সদস্য (শিক্ষাক্রম) অধ্যাপক ড. মশিউজ্জামান বলেন, ‘অটিস্টিক শিশু ও হিজড়াদের শিক্ষা নিশ্চিত করতে কারিকুলামে ব্যবস্থা রাখা হচ্ছে। এ বিষয়ে প্রধানমন্ত্রীর নির্দেশনা রয়েছে। হিজড়াদের শিক্ষা নিশ্চিত করতে হলে শিক্ষা প্রতিষ্ঠানে তার প্রতি সহপাঠীদের সহনশীল আচরণ প্রয়োজন সবার আগে। হিজড়াদের নিয়ে স্বচ্ছ ধারণা তৈরিরও ব্যবস্থা থাকবে। সামাজিক বিজ্ঞান বইয়ে তাদের বিষয় যুক্ত করা হবে। এ ছাড়া প্রকল্পভিত্তিক শিখন ব্যবস্থাও হাতে নেওয়া হবে।’
শিক্ষা মন্ত্রণালয় জানায়, আগে হিজড়াদের শিক্ষা প্রতিষ্ঠানে ভর্তিতে বাধা না থাকলেও এ বিষয়ে সুনির্দিষ্ট নির্দেশনা ছিল না। ফলে শিক্ষার্থী যখন বুঝতে পারতো সে হিজড়া তখন সামাজিক বাধার কারণেই স্কুল থেকে ঝরে পড়তো। হিজড়া পরিচয় জানাজানি হলে শিক্ষা প্রতিষ্ঠানগুলোতেও পেতো না ভর্তির সুযোগ।
এ বিষয়ে গণস্বাক্ষরতা অভিযানের উপ-পরিচালক কে এম এনামুল হক বলেন, ‘হিজড়াদের শিক্ষা প্রতিষ্ঠানে ভর্তিতে বাধা ছিল না। কিন্তু যখন হিজড়া পরিচয় সবাই জানে, তখন সে বিদ্যালয়ে যেতে পারে না। তাই সামাজিক বাধা দূর করতে হবে। হিজড়াদের আত্তীকরণের ব্যবস্থা নিতে হবে। হিজড়া হিসেবে ভর্তির ক্ষেত্রে বাড়তি সুবিধাও থাকতে হবে। কোনও প্রতিষ্ঠান ভর্তি না করাতে চাইলে ব্যবস্থা নিতে হবে। তা না হলে এই উদ্যোগ কাগজে-কলমেই থেকে যাবে।’
ড. মশিউজ্জামান বলেন, ‘জেন্ডার আইডেন্টিটি নিয়ে শিক্ষার্থীদের স্বচ্ছ ধারণা প্রয়োজন। হিজড়ারাও যে আমাদের মতো মানুষ, তারাও যে সমান সম্মান ও অধিকার ভোগ করবে, সাধারণ শিক্ষার্থীদের এটা বোঝানো প্রয়োজন।’
সমাজকল্যাণ অধিদফতর সূত্রে জানা গেছে, দেশের স্কুলগামী হিজড়া শিক্ষার্থীদের জন্য চার স্তরে উপবৃত্তির ব্যবস্থা রয়েছে। প্রাথমিকে প্রত্যেককে মাসে ৭০০ টাকা, মাধ্যমিকে ৮০০ ও উচ্চ মাধ্যমিকে ১০০০ টাকা করে এবং উচ্চতর শিক্ষায় ১ হাজার ২০০ টাকা হারে উপবৃত্তি দেওয়া হয়।
