দ্বিপাক্ষিক বাণিজ্য সম্প্রসারণে মার্কিন সরকারের পক্ষ থেকে পর্যাপ্ত নীতিগত সহায়তা চেয়েছেন প্রধানমন্ত্রী শেখ হাসিনা।মঙ্গলবার (৬ এপ্রিল) ইউএস-বাংলাদেশ বিজনেস কাউন্সিলের উদ্বোধন অনুষ্ঠানে এক ভিডিওবার্তায় একথা বলেন প্রধানমন্ত্রী।
প্রধানমন্ত্রী শেখ হাসিনা বলেন, আমরা যুক্তরাষ্ট্র থেকে উল্লেখযোগ্য পরিমাণ শিল্প কাঁচামাল এবং তুলা, সয়াবিন ও গমসহ বিভিন্ন ভোগ্যপণ্য আমদানি করি। এসব পণ্যে যুক্তরাষ্ট্রের রপ্তানিকারকরা বাংলাদেশে শূন্য শুল্ক উপভোগ করে। দুই দেশের বাণিজ্য আরও সম্প্রসারণে পর্যাপ্ত নীতিগত সহায়তা গুরুত্বপূর্ণ।
বাংলাদেশের গণতন্ত্র ও উন্নয়নের যাত্রায় আমেরিকা একটি শক্তিশালী অংশীদার হয়ে দাঁড়িয়েছে উল্লেখ করে প্রধানমন্ত্রী বলেন, যুক্তরাষ্ট্র আমাদের রপ্তানির বৃহত্তম গন্তব্য, সরাসরি বিদেশি বিনিয়োগের বৃহত্তম উৎস, দীর্ঘস্থায়ী উন্নয়ন অংশীদার এবং প্রযুক্তি ও প্রশিক্ষণের একটি গুরুত্বপূর্ণ উৎস।
বাংলাদেশে বিদেশি বিনিয়োগের সুযোগ ও সম্ভাবনার কথা তুলে ধরে শেখ হাসিনা বলেন, বাংলাদেশের টেকসই অর্থনৈতিক প্রবৃদ্ধি, দ্রুত বর্ধনশীল অভ্যন্তরীণ বাজার এবং ক্রমবর্ধমান কানেকটিভিটির সঙ্গে চার বিলিয়ন লোকের বিশাল আঞ্চলিক বাজার মার্কিন ব্যবসায়ী ও বিনিয়োগকারীদের জন্য একটি লাভজনক বিনিয়োগ গন্তব্য।
সরকারপ্রধান বলেন, বিদেশি বিনিয়োগের সুবিধার্থে বাংলাদেশ প্রতিনিয়ত অবকাঠামো, আইনি ও আর্থিক প্রতিষ্ঠানগুলোর উন্নতি করে যাচ্ছে। আমাদের সরকার দ্রুত শিল্পায়নের লক্ষ্যে সারাদেশে ১০০টি অর্থনৈতিক অঞ্চল প্রতিষ্ঠা করছে।
পণ্য উৎপাদনের জন্য আমেরিকান কোম্পানিগুলোকে বাংলাদেশের বিশেষ অর্থনৈতিক অঞ্চলগুলো ব্যবহারের প্রস্তাব দেন শেখ হাসিনা।
বাংলাদেশের জন্য বিদেশি বিনিয়োগের প্রয়োজনীয়তার কথা উল্লেখ করে প্রধানমন্ত্রী বলেন, বাংলাদেশ যখন বৈদেশিক সাহায্য নির্ভরতা কমিয়েছে তখন লাখ লাখ যুবকের কর্মসংস্থান সৃষ্টির জন্য সরাসরি বিদেশি বিনিয়োগের প্রয়োজনীয়তা বেড়েছে।
রাষ্ট্র পরিচালনায় স্বচ্ছতা ও অর্থনৈতিক উন্নয়নে প্রযুক্তির ব্যবহারে সক্ষম আধুনিক বাংলাদেশ গড়তে পরিকল্পনা ও বাস্তবায়নে সহায়তা করায় প্রধানমন্ত্রী শেখ হাসিনা তার তথ্য ও যোগাযোগ বিষয়ক উপদেষ্টা সজীব ওয়াজেদ জয়কে ধন্যবাদ জানিয়ে বলেন, ডিজিটাল বাংলাদেশ সরকারের ‘ভিশন ২০২১’ এর একটি অবিচ্ছেদ্য অংশ হয়ে দাঁড়িয়েছে।
তথ্যপ্রযুক্তি ক্ষেত্রে বাংলাদেশের অগ্রগতির কথা তুলে ধরে প্রধানমন্ত্রী বলেন, আজ বাংলাদেশ ৬০টিরও বেশি দেশে এক বিলিয়ন মার্কিন ডলারের বেশি আইসিটি পণ্য রপ্তানি করে, মার্কিন যুক্তরাষ্ট্র শীর্ষ রপ্তানি গন্তব্যে পরিণত হচ্ছে। বাংলাদেশের জন্য ইউএসএআইডির কমপ্রিহেনসিভ প্রাইভেট সেক্টর মূল্যায়ন ২০১৯ অনুসারে, বাংলাদেশে আইসিটি শিল্প ২০২৫ সালের মধ্যে প্রায় পাঁচগুণ বাড়বে এবং প্রায় পাঁচ বিলিয়ন মার্কিন ডলারে পৌঁছাবে।
বাংলাদেশের হাইটেক পার্কগুলোকে মার্কিন কোম্পানিগুলোকে বিনিয়োগের আহ্বান জানিয়ে শেখ হাসিনা বলেন, তথ্যপ্রযুক্তি সেক্টরে স্থানীয় ও বিদেশি বিনিয়োগের বাংলাদেশ ২৮টি হাইটেক পার্ক তৈরি করছে।হাইটেক পার্কে মার্কিন কোম্পানিগুলোকে আইসিটিখাতে বিনিয়োগ করার প্রস্তাব দেন প্রধানমন্ত্রী।
জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহমানের দারিদ্র্য, শোষণ ও অর্থনৈতিক বৈষম্যমুক্ত সোনার বাংলাদেশ গড়ার স্বপ্ন বাস্তবায়নের অসমাপ্ত কাজ করে যাচ্ছেন জানিয়ে শেখ হাসিনা বলেন, গত এক দশকে আমরা আর্থ-সামাজিক সূচকগুলোতে উল্লেখযোগ্য অগ্রগতি করেছি। বাংলাদেশের অর্থনীতির শক্তি এখন বিশ্বব্যাপী স্বীকৃত। কোভিড-১৯ মহামারির মধ্যেও বাংলাদেশের অর্থনীতি দুর্দান্ত স্থিতিশীলতা প্রদর্শন করেছে।
ফেব্রুয়ারিতে বাংলাদেশের এলডিসি থেকে উন্নয়নশীল দেশে উত্তোরণের জন্য জাতিসংঘের চূড়ান্ত সুপারিশ লাভ করার কথা উল্লেখ করে প্রধানমন্ত্রী বলেন, বাংলাদেশ এখন ২০৪১ সালের মধ্যে উচ্চ আয়ের উন্নত ও সমৃদ্ধ দেশ হওয়ার লক্ষ্য অর্জনের দিকে এগিয়ে যাচ্ছে।
