আগামী ২০২১-২২ অর্থবছরের বাজেটে বিভিন্ন পণ্যের ওপর শুল্ক ও কর আরোপের প্রস্তাবনা আসতে পারে। পাশাপাশি জনস্বার্থে কিংবা দেশীয় শিল্প সুরক্ষায় থাকবে শুল্ক ও ভ্যাট ছাড়। এসব কারণে সার্বিকভাবে অনেক পণ্যের দাম বাড়তে ও কমতে পারে।
বৃহস্পতিবার (৩ জুন) বিকেলে জাতীয় সংসদে বাজেট (প্রস্তাবিত) পেশ করবেন অর্থমন্ত্রী আ হ ম মুস্তফা কামাল। এবারের বাজেটের মূল প্রতিপাদ্য ‘জীবন ও জীবিকার প্রাধান্য, আগামীর বাংলাদেশ’। আওয়ামী লীগের তৃতীয় মেয়াদের তৃতীয় অর্থবছরের বাজেটের আকার ছয় লাখ তিন হাজার ৬৮১ কোটি টাকা।
বাজেটের প্রভাবে দাম বাড়তে পারে যেসব পণ্যের
আমদানি করা বিলাসী পণ্য যেমন- বডি স্প্রে, প্রসাধনী পণ্য, জুস, প্যাকেটজাত খাদ্য প্রভৃতি আমদানিতে নতুন করে শুল্ক আরোপ হতে পারে। ফলে এসব পণ্যের দাম বাড়তে পারে।
অতিরিক্ত শুল্ক আরোপের কারণে এবারের বাজেটে তামাকজাত পণ্যে স্ল্যাব অনুসারে শুল্ক আরোপ হবে। এনবিআর সূত্র অনুসারে, সিগারেটের ক্ষেত্রে মধ্যম সারির একটি স্ল্যাবে দাম বাড়তে পারে।
অগ্রিম কর আরোপের কারণে দাম বাড়বে অ্যালকোহল জাতীয় মাদকদ্রব্যের। প্রস্তাবিত বাজেটে মদ আমদানিতে অগ্রিম কর ২০ শতাংশ বাড়তে পারে।
ভ্যাট আরোপের কারণে খুচরা পর্যায়ে স্যানেটারি টেবিল ওয়্যার, কিচেন ওয়্যার ও টাইলসের দাম বাড়তে পারে।
দেশীয় পণ্য সুরক্ষায় শুল্ক আরোপে আমদানি করা স্মার্টফোনের দাম আরেক দফা বাড়তে পারে। সেক্ষেত্রে সুবিধা পাচ্ছে দেশীয় কোম্পানিগুলো।
দেশীয় কৃষিপণ্য সুরক্ষায় আমদানি করা ক্যাপসিকাম ও বেবিকর্নের ওপর শুল্ক আরোপের ফলে এসব পণ্যের দাম বাড়তে পারে।
দাম কমতে পারে যেসব পণ্যের
আমদানি পর্যায়ে সম্পূরক শুল্ক কমার কারণে মাইক্রোবাস ও হাউব্রিড গাড়ির দাম কমতে পারে। একই কারণে দাম কমতে পারে স্থানীয় পর্যায়ে উৎপাদিত কৃষি যন্ত্রপাতি ও যন্ত্রপাতির সরঞ্জামের।
প্রস্তাবিত বাজেটে বিদ্যমান ২২টির পাশাপাশি আইটি খাতের আরও নতুন পাঁচটি সেবাকে কর অব্যাহতি সুবিধা দেওয়া হচ্ছে। সেবাগুলো হচ্ছে- ক্লাউড সার্ভিস, সিস্টেম ইন্টিগ্রেশন, ই-লার্নিং প্লাটফর্ম, ই-বুক পাবলিকেশন, মোবাইল অ্যাপ্লিকেশন ডেভেলপমেন্ট সার্ভিস ও ফ্রিল্যান্সিং। ফলে এসব সেক্টর থেকে কম মূল্যে সেবা মিলতে পারে।
অন্যদিকে, লাইট ইঞ্জিনিয়ারিং খাতে আমদানি নির্ভরতা কাটিয়ে স্বয়ংসম্পূর্ণ হওয়ার জন্য শিল্পোদ্যোক্তা তৈরিতে এমন সুবিধা দেওয়া হচ্ছে বলে জানা গেছে। ফলে এসব সেক্টরের যন্ত্রপাতির দাম কমবে।
দাম কমার তালিকায় যুক্ত হতে পারে কম্পিউটার, মোবাইল, সিমেন্ট ও স্টিল শিল্প। কেননা প্রস্তাবিত বাজেটে এসব খাতে প্রত্যাহার হচ্ছে আগাম কর। কম্পিউটার যন্ত্রাংশ, মোবাইল ফোন, সিমেন্ট ও রডের দামও কমবে।
দেশীয় ইলেকট্রনিক্স শিল্পের (এসি-ফ্রিজ) ভ্যাট অব্যাহতি সুবিধা অব্যাহত থাকছে। ফলে দেশে উৎপাদিত এসব পণ্য কম দামে মিলতে পারে।
করোনাভাইরাস মোকাবিলায় মাস্ক, পিপিই, গ্লাভস, গগলস, ভাইরাস শনাক্তের কিট, নানা ধরনের কেমিক্যাল ও মেডিকেল পণ্য আমদানিতে সব ধরনের কর মওকুফ করা হয়েছে। এ সুবিধা অব্যাহত থাকছে। ফলে এ জাতীয় পণ্য কম দামে মিলবে। বিশেষ কর সুবিধা পেতে পারে হাসপাতালের আইসিইউ, সিসিইউসহ জরুরি সেবায় ব্যবহৃত যন্ত্রাংশ।
