করোনা পরিস্থিতিতে ব্যাংকবহির্ভূত আর্থিক প্রতিষ্ঠানের গ্রাহকদের ঋণ পরিশোধে আবার ছাড় দিয়েছে বাংলাদেশ ব্যাংক। করোনা মহামারিতে অর্থনৈতিক গতিশীলতা আনতে ঋণ পরিশোধে ফের এ ছাড় দেয়া হলো।
ফলে ৩০ জুনে যাদের কিস্তি পরিশোধের সময় ছিল, তারা আগামী আগস্টে পরিশোধ করতে পারবেন। এই বিলম্বের কারণে কোনো গ্রাহককে খেলাপি করা যাবে না। একইসঙ্গে গ্রাহকের ঋণে কোনো ধরনের অতিরিক্ত মাশুল, সুদ বা কমিশন আদায় করা যাবে না।
গত বছর এবং চলতি বছরের ২০ এপ্রিল আর্থিক প্রতিষ্ঠানের গ্রাহকদের একই সুবিধা দিয়েছিল বাংলাদেশ ব্যাংক। জুনে তার মেয়াদ শেষ হয়ে গেছে। সোমবার (৫ জুলাই) বাংলাদেশ ব্যাংকের আর্থিক প্রতিষ্ঠান ও বাজার বিভাগ থেকে এ সংক্রান্ত একটি প্রজ্ঞাপন জারি করা হয়েছে।
নির্দেশনায় কোভিড-১৯-এর সংক্রমণ পুনরায় বৃদ্ধি পাওয়ায় চলমান অর্থনৈতিক কর্মকাণ্ডে গতিশীলতা বজায় রাখা এবং ব্যবসা-বাণিজ্যের ওপর এর নেতিবাচক প্রভাব লাঘবের লক্ষ্যে নিম্নোক্ত নির্দেশনাসমূহ অনুসরণের জন্য পরামর্শ দেয়া হয়।
(ক) ঋণ-লিজ-অগ্রিমের বিপরীতে জুন/২০২১ পর্যন্ত প্রদেয় কিস্তিসমূহের ন্যূনতম ৫০ শতাংশ আর্থিক প্রতিষ্ঠান-গ্রাহক সম্পর্কের ভিত্তিতে চলতি বছর ৩১ আগস্টের মধ্যে পরিশোধ করা হলে উক্ত সময়ে ঋণ-লিজ-অগ্রিমসমূহ বিরূপমানে শ্রেণিকরণ করা যাবে না। এক্ষেত্রে জুন/২০২১ পর্যন্ত প্রদেয় কিস্তির অবশিষ্টাং পরবর্তী কিস্তির সঙ্গে প্রদেয় হবে।
(খ) উক্ত ঋণ-লিজ-অগ্রিম হিসাবসমূহের সুদ-মুনাফা শুধু প্রকৃত আদায় সাপেক্ষে আয়খাতে স্থানান্তর করা যাবে এবং
(গ) ঋণ-লিজ-অগ্রিমের ওপর সুদ/মুনাফা হিসাবায়নের ক্ষেত্রে এতদসংক্রান্ত বিদ্যমান অন্যান্য নীতিমালা বলবৎ থাকবে এবং এ সময়ে কোনো দণ্ড সুদ বা অতিরিক্ত ফি বা চার্জকমিশন (যে নামেই অভিহিত করা হোক না কেন) আরোপ করা যাবে না।
আর্থিক প্রতিষ্ঠান আইন, ১৯৯৩ এর ১৮(ছ) ধারায় প্রদত্ত ক্ষমতাবলে এ নির্দেশনা জারি করা হয়।
