বরিশালের আবুল হোসেন ঢাকার নিউমার্কেটের ১ নম্বর গেটের সামনে ভ্যানগাড়িতে করে চা-বিস্কুট বিক্রি করে সংসার চালিয়ে আসছেন। তবে চলমান কঠোর বিধিনিষেধে গত বৃহস্পতিবার থেকে দোকানটি বন্ধ রেখেছিলেন। তবে গত সোমবার দিবাগত রাতে আবুল হোসেনের দোকানের মালামাল চুরি হয়। খবর শুনে গতকাল মঙ্গলবার সকালে তিনি দোকানের সামনে আসেন। তখন নিউমার্কেট এলাকা থেকে পুলিশ তাঁকে ধরে নিয়ে যায়। রাতে থানাহাজতে ছিলেন। আজ বুধবার আবুল হোসেনকে ঢাকার চিফ মেট্রোপলিটন ম্যাজিস্ট্রেট (সিএমএম) আদালতে পাঠায় পুলিশ। ডিএমপি অধ্যাদেশে করা মামলায় ১০০ টাকা জরিমানা দিয়ে আজ বেলা দুইটায় ছাড়া পান তিনি।
ঢাকার সিএমএম আদালত থেকে ছাড়া পাওয়ার পর আবুল হোসেন প্রথম আলোর কাছে দাবি করেন, ‘সরকারি বিধিনিষেধ মেনে আমি দোকান বন্ধ রেখেছিলাম। কিন্তু আমার দোকানে চুরি হওয়ার খবর শুনে নিউমার্কেটে যাই। আমার মুখে মাস্ক ছিল। কিন্তু পুলিশ আমাকে ধরে নিয়ে যায়। এক দিন জেলও খাটলাম। ১০০ টাকা দিয়ে ছাড়া পেয়েছি।’
কেবল চা বিক্রেতা আবুল হোসেন নয়, সরকারি নির্দেশনা অমান্য করার অভিযোগে আজ ঢাকার সিএমএম আদালতে ৫৫৫ জনকে হাজির করা হয়। তাঁদের প্রত্যেকে ১০০ টাকা জরিমানা দিয়ে ছাড়া পেয়েছেন।
পুলিশ ও মামলার কাগজপত্রের তথ্য অনুযায়ী, গ্রেপ্তার ব্যক্তিদের অনেকের বিরুদ্ধে ফুটপাত ও রাস্তা দখল করে মালামাল রেখে জনসাধারণের চলাচলে প্রতিবন্ধকতা তৈরির অভিযোগ রয়েছে। আবার অনেকের বিরুদ্ধে বিধিনিষেধ অমান্য করে ঘোরাঘুরি ও হইচই করে গণ–উপদ্রব তৈরির অভিযোগ আনা হয়। অধিকাংশ ব্যক্তির বিরুদ্ধে ডিএমপি অধ্যাদেশের বিভিন্ন ধারায় মামলা দেওয়া হয়। এসব মামলায় আদালতে ১০০ টাকা জরিমানা দিয়ে ছাড়া পেয়েছেন।
আজ ঢাকার সিএমএম আদালতে বেলা ১১টা থেকে ৩টা পর্যন্ত সরেজমিনে দেখা যায়, কঠোর বিধিনিষেধ না মেনে রাস্তাঘাটে আসা এবং দোকানপাট খোলার অভিযোগে গ্রেপ্তার হওয়া ব্যক্তিদের বেশির ভাগ নিম্ন আয়ের মানুষ। জরিমানা দিয়ে হাজত থেকে ছাড়া পাওয়ার পর হাজতখানার সামনে এই প্রতিবেদকের সঙ্গে ২০ জনের কথা হয়। তাঁদের বেশির ভাগই নিম্ন আয়ের মানুষ।
ঢাকা মহানগর পুলিশের গণমাধ্যম ও গণসংযোগ বিভাগের অতিরিক্ত উপকমিশনার (এডিসি) ইফতেখারুল ইসলাম প্রথম আলোকে বলেন, যাঁরা সরকারি নির্দেশনা অমান্য করছেন, পুলিশ তাঁদের গ্রেপ্তার করে বিচারের মুখোমুখি করছে। ভ্রাম্যমাণ আদালত জরিমানা করছে।
ডিএমির গণমাধ্যম ও গণসংযোগ বিভাগের সর্বশেষ তথ্য বলছে, আজ ১ হাজার ১০২ জনকে গ্রেপ্তার করা হয়েছে। আর ভ্রাম্যমাণ আদালত ২৪৫ জনকে জরিমানা করেছেন। আর ডিএমপির ট্রাফিক বিভাগ ৮০৪টি গাড়িকে জরিমানা করেছে।
গত বৃহস্পতিবার থেকে শুরু হওয়া কঠোর বিধিনিষেধ ১৪ জুলাই পর্যন্ত বহাল থাকবে। কঠোর বিধিনিষেধ শুরু হওয়ার আগে গত সপ্তাহেই ডিএমপি কমিশনার মোহা. শফিকুল ইসলাম সংবাদ সম্মেলনে বলেছিলেন, ‘জরুরি প্রয়োজন ছাড়া কেউ রাস্তায় বের হলে তাঁকে গ্রেপ্তার করা হবে, আনা হবে আইনের আওতায়। জরুরি সেবাপ্রতিষ্ঠানের গাড়ি ছাড়া যন্ত্রচালিত কোনো যানবাহন চলতে দেওয়া হবে না। সর্বাত্মক লকডাউনে শপিং মল, কমিউনিটি সেন্টার, মার্কেট, দোকানপাট—সব বন্ধ থাকবে।
করোনার সংক্রমণ শুরু হওয়ার পর গত বছরের টানা ৬৬ দিন অফিস-আদালত, দোকানপাট বন্ধ ছিল। কাজ হারিয়ে নিম্ন আয়ের মানুষ চরম বিপদে পড়ে যান। গত রমজান মাসেও কঠোর বিধিনিষেধে অনেকে কাজ হারিয়ে বিপাকে পড়েন।
আমরা গরিব মানুষ, দিন আনি দিন খাই
৫৫ বছর বয়সী মিজানুর রহমান মালিবাগ মোড়ে হকারি করে সংসার চালান। আজ সকাল আটটার দিকে মালিবাগ মোড়ে আসেন তিনি। দোকান খোলার যখন প্রস্তুতি নিচ্ছিলেন, তখন পুলিশ তাঁকে গ্রেপ্তার করে থানায় নিয়ে যায়। পরে প্রিজন ভ্যানে করে ঢাকার সিএমএম আদালতে আনা হয়। বেলা আড়াইটার দিকে ছাড়া পান মিজান। পরে তিনি প্রথম আলোর কাছে দাবি করেন, ‘আমরা গরিব মানুষ। দিন আনি দিন খাই। প্রথম কয়েক দিন দোকান খুলিনি। আজই দোকান করার জন্য বাসা থেকে আসি। তখন পুলিশ ধরে নিয়ে যায়।’
ভয় পেয়ে যান রিপন
২৫ বছর বয়সী রিপনের গ্রামের বাড়ি ময়মনসিংহে। ঢাকায় রাজমিস্ত্রির সহকারী হিসেবে কাজ করেন। স্ত্রী আর ১৫ মাস বয়সী সন্তানকে নিয়ে ঢাকার খিলগাঁও গোড়ান এলাকায় বসবাস করেন। আজ সকাল সাড়ে আটটার দিকে কাজে যাওয়ার জন্য বাসা থেকে বের হন। তখন রাস্তা থেকে ধরে নিয়ে যায় খিলগাঁও থানা-পুলিশ। পরে তাঁকে ঢাকার আদালতে তোলা হয়।
১০০ টাকা জরিমানা দিয়ে ছাড়া পাওয়ার পর রিপন প্রথম আলোকে বলেন, ‘আমি একজন দিনমজুর। জীবনে থানা-পুলিশ করিনি। কাজের উদ্দেশ্যে বের হওয়ার পর গোড়ান থেকে পুলিশ ধরে নিয়ে যায়। তখন খুব ভয় পেয়ে গিয়েছিলাম। অন্যদের সঙ্গে পুলিশ আদালতের হাজতখানায় আনে। পরে আমি ১০০ টাকা দিয়ে ছাড়া পেয়েছি।’
