পর্তুগাল সরকার বিশ্বের বিভিন্ন দেশে নির্যাতিত বা জীবন ঝুঁকিতে থাকা ব্যক্তিদের জন্য মানবিক ভিসা নামে একটি নতুন ভিসা চালু করতে যাচ্ছে। ১১ অক্টোবর দেশটির জাতীয় সংসদে এ সংক্রান্ত একটি বিল অনুমোদন হয়।
এই ভিসার আওতায় জন্মসূত্রে নিজ দেশে কেউ নির্যাতিত হলে এবং সেদেশে বসবাস ঝুঁকিপূর্ণ মনে হলে ওই ব্যক্তি স্থানীয় পর্তুগিজ দূতাবাস অথবা পার্শ্ববর্তী দেশের পর্তুগিজ দূতাবাসে এ ভিসার আবেদন করতে পারবেন।
যদিও এ সংক্রান্ত এমন একটি আশ্রয় আবেদন প্রক্রিয়া রয়েছে অর্থাৎ বর্তমানে কোনো বিদেশি নাগরিক বা রাষ্ট্রহীন ব্যক্তি যদি পর্তুগালে আশ্রয় আবেদন করতে চান তাহলে অবশ্যই তাকে পর্তুগালে আসার পর স্থানীয় অভিবাসন অধিদপ্তরের নিকট আশ্রয় আবেদন করতে হয়।
তাছাড়া এই বিধানটিতে আরও একটি বিষয় যুক্ত করা হয়েছে- তা হলো কোনো ব্যক্তি যদি সোশ্যাল সিকিউরিটিতে ১২টি কন্ট্রিবিউশন প্রদান করেন অর্থাৎ ১২ মাস যদি কোনো বিদেশি নাগরিক পর্তুগালে অভ্যন্তরে কাজ করেন এবং প্রতিমাসে সোশ্যাল কন্ট্রিবিউশন প্রদান করেন তাহলে তিনি নিয়মিত হওয়ার জন্য আবেদন করতে পারবেন।
তবে গত ৩ জুন পর্তুগাল সরকার অভিবাসীদের নিয়মিত হওয়ার ৮৮ এবং ৮৯ আর্টিকেলের সহজ আইনটি বন্ধ করে দেওয়ার পর ওই তারিখের আগে এবং পরে যারা পর্তুগালে এসেছেন তারা কীভাবে নিয়মিত হবেন সে বিষয়ে কোনো কিছু জানা যায়নি।
এদিকে এ বিধিমালাটি এখন সাংবিধানিক অধিকার, স্বাধীনতা এবং গ্যারান্টি সংক্রান্ত সংসদীয় কমিটিতে আলোচনা করা হবে এবং সেখানে চূড়ান্ত সিদ্ধান্তের পর এটি রাষ্ট্রপতির কাছে প্রেরণ করা হবে। রাষ্ট্রপতি অনুমোদন প্রদান করলে গ্যাজেট আকারে প্রকাশ করার পর তা কার্যকর হবে।
